DCUC joins coalition letter in support of SECURE Notarization Act

WASHINGTON, DC (April 1, 2025) |

The Defense Credit Union Council (DCUC) joined 28 organizations in a  joint letter to House Committee on Energy and Commerce Chairman Brett Guthrie and Ranking  Member Frank Pallone, expressing strong support for H.R. 1777, the Securing and Enabling  Commerce Using Remote and Electronic (SECURE) Notarization Act.

This bipartisan legislation, which previously passed the House with unanimous consent in the  118th Congress, aims to modernize notarization by allowing businesses and consumers to  execute critical documents through secure two-way audiovisual communication. The current  requirement for a signer to be physically present before a notary can be impractical or even  impossible due to health concerns, military service obligations, or work-related travel. The  COVID-19 pandemic highlighted the urgent need for remote notarization solutions, prompting 44  states to enact legislation authorizing its use.

Notarization plays a vital role in real estate transactions, legal documentation, healthcare  directives, and automotive transactions, among other areas. The SECURE Notarization Act  establishes a national framework to enhance accessibility, streamline processes, and maintain  essential security standards. By leveraging technology, this legislation ensures a more efficient  and reliable notarization process while safeguarding consumers and service providers.

In the letter, the organizations expressed their appreciation for congressional leadership and  emphasized their commitment to working collaboratively to pass this common-sense legislation.

The letter was signed by the following organizations: American Council of Life Insurers,  American Financial Services Association, American Land Title Association, America’s Credit  Unions, California Mortgage Bankers Association, Carvana, Defense Credit Union Council,  Fidelity National Financial, Financial Services Institute (FSI), Finseca, First American Title  Insurance Company, Housing Policy Council, Independent Community Bankers of America,  Mortgage Bankers Association, National Association for Fixed Annuities, National Association of  Home Builders, National Association of Insurance and Financial Advisors, National Association  of REALTORS®, Old Republic Title, PennyMac Financial Services, Inc., PennyMac Mortgage  Investment Trust, Real Estate Technology & Transformation Center (RETTC), Rocket Close,  LLC, Rocket Title Insurance Company, Stavvy, The Council of Insurance Agents & Brokers,  TIAA, TruStage, and Worldwide ERC (WERC).

This diverse coalition reflects broad industry support for the SECURE Notarization Act,  highlighting the need for modern, secure, and accessible notarization solutions nationwide.
